Doron Amar, server lore-wise is a stop for travelling elves on the Retreat to Evermeet, or those heading to Everska or other major elven settlements.
Does Doron Amar ever get NPC visitors beyond the few times a DM plot requires one to attend?
Could one send a letter to Everska by giving it to one of the visitors headed there, for example?

I'd imagine that Doron Amar does get visitors besides the DM event NPCs.
Mostly elven and those who travel with them, though some scrutiny would follow anyone not elven.
Using an NPC in that manner would best be passed through the DMs, though. Not all NPCs would carry the message or make the journey intact.

Kind of off-topic from the question, but how about general NPC use to deliver PCs messages?
Delivering stuff to BG/FAI/Beregost/Human settlements is simple enough...
But how would one go about sending a message to a character who is currently residing outside the server and in a non-human settlement, or at a secret location without magic, provided the location is well known to the sender and can pinpoint it on maps.

I'd say that as long as you're tactful in what you're using it for and it doesn't cause PvP-related problems, it's probably fine.
