Tunic of the Fluent, Seven Suns Merchant cannot be changed

"No base armour value" - error given when trying to change its appearance.

DM Nephilim tried buying a new one, no luck.

What about the Maltz appearance changer (for mithril and such)?

no base armor value means it has an invalid base armor, no appearance changer will work on it

the item has to be remade
everyone is evil till proven otherwise

Just to make sure it is NOT intended with the merchant, the other clothes work fine.

not sure what you mean? the merchant is not the one that broke it, that one has been that way for a long while and keeps getting forgotten because its not a particularly popular top

I mean, if one were to assume that it was intentional that none of the merchant's clothes could be app changed.

right, there is something about creating base items and transferring them online that causes it

some base items just dont transfer, that was one of them, you would think anything you can use in the toolset should work fine but thats not always 100% true

There is a workaround.

A DM can pick pretty much any other tunic-type and put the properties on it and trade them out.

It's a hassle though so be nice when you ask for it.
