I'm not sure if this was mentioned before, but:
- Yesterday I reached level 5 in the EA PrC. Tried elemental storm multiple times, does not do anything. There is some sort of spellcasting animation, but without any effect.

You need to be within range of hostile npc's before you will see it shoot the arrows. It will fire 1 arrow per foe (up to 10 with feat I believe). However if no foes are near, it will do nothing.
If you were close to enemies while trying it, most likely a bug of some sort.
Funfact: In Jegs, it tends to bug... and have no CD, meaning you can fire arrows as fast as you can spam the hotkey for it. Guided AoE rocket machineguns have never been so fun.
