This is the source of countless debates I've seen. According to the loading screen, any map with guard units on it has the entire map enforced. Other players are saying that it's only in the "town area" that they are enforced.
I asked a DM and they referred me here.
So my question being: if a person is travelling to the Foothills of the Amn Mountains to fight giants, is there a path they can take without removing their masks?
Secondly, a fight breaks out on southern section of the FAI map, not far from the area transition south beacon. Do the guard intervene?
A clear declaration would be appreciated.

Regarding FAI, yes. Based on my experience and similar topics over the years it is best to assume that the guards are present in that map, even near the transition.
Is it "realistic?" Hard to say, I'm distracted by that guy who just turned into a red dragon.
Is this the safest policy and best practice? Yes.
Regarding Nashkel:
There are guards stationed everywhere. I haven't seen a route to circumvent them. On the other hand, Nashkel isn't exactly waterdeep. I don't think that a cowled individual would cause too much of a fuss unless he tried to buy a round of drinks or go to an outfitter. I recommend staying on the fringes, not walking through the middle of town, and you are on pretty safe footing.
I'm not a DM though.

Pvp is discouraged in the entire FAI map, those some still have "freindly" pvp bouts there.
As for a path through nashkel without having to cross through town? hmm... not on top of my head, unless you can teleport. Tho' i could be wrong.

Regarding travelling to the Cloudpeaks through Nashkel:
No there is no way round, which from an IC standpoint is silly. Nashkel is not fenced in, but it does have a guard presence so people walking around openly in masks is not appropriate and can lead to awkward situations.
Our suggestion previously has been to use an AFK tag, to represent the fact your character would go "around", and to move through as quickly as you can. This would apply also to people exiled or barbarous orcs, etc.
An alternative is sneaking through or using magic for those with sufficient skill and talents. If you do ICly travel through Nashkel, do please bear in mind issues of metagaming the guards.
Regarding PVP on the FAI map:

In short, PVP which takes place in the courtyard, or on the road near the gate, or among the trade wagons parked up outside, is metagaming the reactions of Bentley's guards if there is no DM supervision. The IC principle is that Bentley's guards protect Bentley's business interests and his ideal of the FAI being a safe place to meet, so they prevent people being killed trying to enter or inside.
While the Order of the Silver Rose NPCs are there to protect their Guildhall only we would ask people not to PVP beside them, either, without DM supervision.
PVP further away from the front gate, or along the north, east or west side of the map, is not metagaming the guards. So PVP by the transition would be fine.
