Sudden Willow Strike shouldn't be for free.
One might argue that having to take the pre req of Weapon Focus Quarterstaff is a bit much, considering that Monks already get Imp. Stunning Fist for free, and for a Monk to use a Quarterstaff, it is nerfing their dmg and other perks, in a major way.
But if we're talking about Sudden Willow Strike, then the bigger issue is that using it, supposedly ends the attack flurry on the attack it is used, so one would want to use it at the end of the Flurry, which is the lowest AB. Note that regular Stunning Fist only uses up 1 attack in a Flurry, and allows for any additional attacks in a round, to complete.
Which is a pretty big negative, considering how weak a Qstaff is, compared to Unarmed, for a Monk (and a unarmed fighter would be even worse off!!)
