I have a gnome who has a name inspired by german names. Is it, I'm not sure what the word is, allowed(?) to have a german accent in-game?
Like if he were to say "Zank you! Ve vill go now!"

Yes it is!
From our dwarves speaking a melding of Scottish/irish... to some of our estabilished characters using german as you describe, it is allowed, yes!

As stated previously, we have no ruling against using accents of imaginary or real world nature.
However, this does remind me to remind everyone of our primary rule:
Subject: GENERAL SERVER RULES [MUST READ]
DM Seren's own advice, not team ruling:
Make sure the accents you use are readable and comprehensible, even if it takes 3 takes, but preferably less. While one fluent in English may be able to discern the meaning based on gut feelings, we also welcome players with still developing english skills amongst our numbers and one should look out for them.
In short, use it for flavour, not to create a second language only you can understand.
However, this does remind me to remind everyone of our primary rule:

Therefore, when using accents please do so with intent of enhancing roleplay and not as an attempt to poke fun at a culture or sub-culture.The main rule is to be respectful of other Players, and remember that it's just a game. This is the guideline with which to approach all other rules.

I think those form the dale lands have a south usa accent like the gulf coast that would be fun it would also be cool to here where other areas accents are and or races like do elves from the high forest have one
