+Ability items granting spell access

DO +Ability items grant you access to spell levels?

For example, say I have a level 20 Bard with only 13 CHA. Normally this would only grant me Level 3 maximum.

However if I equip a +3CHA item will I now be able to use Level 6 spells?

Also, will I be able to LEARN spells above level 3? Or will I only have access to 4+ spells if it's a class that is automatically granted all spells when leveling, like a Paladin?

I'm guessing not, but I've never tried to make a character like this before.

Yes it will. 13 cha with a +3 item is a regular way for str bards.

Learning new spells is not dictated by charisma, but rather by your level progression in the class. Charisma only dictates if you can cast those spells, and how many casts per day you have.
