//As long as you have the buffed extra wisdom to cover it. If you cast owl's insight before you shift at a caster level of at most 22, possibly lower, you should get an extra 7th level slot. Having that extra slot will allow the 7th level bonus spell from the item stay when you shift. This works for any bonus slot Druid items. However, it won't work with 2 bonus spells of the same level except under certain circumstances. Also, if the owl's insight somehow gets dispelled while shifted, when you shift back, you will lose the bonus spell in that slot (this happens only when actually shifting and not when the dispel occurs). If you have another owl's insight to cast, cast it right before you shift and you won't lose the bonus spell slot.

You lose the bonus spell slots when you shift. Not the ones from wisdom (if you do owls insight) but when you shift, the items that are counted are "removed" then equipped. That process has you lose that slot.
You can combat it, by figuring out the slot that is affected (usually the last spell memorized) and put a buff spell every time BEFORE you rest...
