The Disguise Self spell I would think would be considered as an illusory glamer-type effect. That means the subject would appear as a dwarf or halfling to those who perceive it normally (+10 Disguise DC), but anyone who was affected by a True Seeing or Detect Illusion spell would see the magically disguised PC without the illusory veil, assuming the spell was used to alter said PC's racial height/build/characteristics. However, they would still perceive whatever mundane disguises the PC had used to conceal their identity, only the magical component would be bypassed (in effect, -10 to the Disguise DC).
