Are gondsmen allowed in cities?

A good question that I should probably ask before I start playing my techsmith regularly.

I'd argue that they would be allowed near construction efforts, or at least not really questioned being that the dwarves have one there, and while it probably shouldnt be allowed in shops and such (imagine the damage they could cause), perhaps on the streets where it would probably be an attention gathering eccentricity?

Either way, interested in an answer myself. Might do better in the "ask a dm" forum.
