My ranger hin should get halfling, common and animal for free, and then 2 more languages for int base 14. But I only got 1 after DM Theophanies was kind enough to reset it.
He guessed that one of my free languages was messing up the count.

My default language is Undercommon, which works fine.
Also granted by default Common, Drow, Drowsign, Elven. All of which appear in the language chooser but when clicked do nothing.
Bonus language choices were taken (on Common, for testing purposes) and the second iteration of Common works.
Race is Drow.
Will try to have a DM reset them for me later to see if wiping it clean resets everything.

And remember that asking a DM to reset your languages by removing the DMFI tool will wipe your biographies.
