Shield Specialization: Tower Shield

It would seem this feat (along with all the other shield specialization) now have a unknown prerequisite (level or BAB).

My old saved BIC shows I was able to take these feats at level 3 - this is roughly 6 or 7 months ago (maybe longer). Now they are not available till much later.

It's got to be something that was modified while importing into the 2da.

I just took it at level 9, but I didn't try to take it earlier.

Yeah it's obtainable lvl 9 but should be obtainable lvl 3 (or 1 if you start off as a fighter). I'm not sure why 9 is the magic number now.
