I was always under the impression that this was an IC law, not a server rule. As in, you just don't tell the guards you are a caster and you have no problems. Just like the no PVP inside the inn rule, that doesn't really apply inside the private rooms, and I have had a few fights breakout behind the privacy of closed doors in otherwise non-pvp areas (the FAI only being one of them, BG being another at least twice I can think of, and a few more I could name if I put my mind to it).

As I understand it, it is an in character law, yes.
Maybe it would be more fun to try and convince Bentley to change his rules than trying to convince the staff to just change the sign?
All we need is one wizard to face-plant in the courtyard and then bring in the lawyers ... !
