Life Eternal Ring
I have a Ring that was loot from a DM event last weekend from DM Wagner with Phoenix Company. The ring has +1 regeneration and I have been informed that i should check to see if this item is legal to own. Thank you for your support in this inquiry.

Legal item.
There are dozens of +1 regen rings in the module. All over the place. They're given as DM rewards sometimes and also exist in grandfathered forms.

I think that "all over the place" is quite the exaggeration. At one time, maybe 4-5 years ago, +1 Regen Rings got onto a Merchant in Bergost, and that was considered a YUGE mistake, and the DMs went on a little hunt ridding the Inventories of many toons. If +1 Regen rings are being given out as DM Rewards, then I'd say this contributes to a certain type of favoritism, to those that "do well" in DM Events, as well, by the DMs in general.
If Regen +1 Rings are legal and such, then shouldn't they be added to a merchant, just as +1 Regen cloaks are available?

In my time on the server, I've seen regen come in 4 shapes. Rings, Cloaks, Armor and Weapon. Aside from Cloaks, they are very very very rare, and highly prized items. These are allowed, but it is not uncommon to have it questioned simply because they are that rare. It is pretty much the equivalent of an artifact in rarity.
Illigal items are those with spell-school immunities etc
. If you see anyone having THOSE, hit that DM button till it brakes. ID also question any item with more than 1d4 elemental damage (I've been told of mythical 1d10 weapons lurking in the shadows, but been told these aint legal either).

There's more of them out there than you probably realize, Moltrazahn, but it's a rare item, sure. These Epic Rings of the Stalker and such can be pulled from chests, right now, in the live module, just like any epic item. Quite rarely, perhaps, but they are available through means outside "DM reward."
1d6, 1d8, and 1d10 elemental damage weapons all exist, and are the result of DM rewards (though a few epic weapons in loot table drops have 1d6 elemental damage, for instance, Rapier of the High Road, 1 EB 1d6 acid).
Many items are "legal" that don't appear on vendors, so I don't really see the logic in the argument that they should be added to one just to eliminate favoritism. Show me a vendor with a cold iron bastard sword.
Those are certainly legal, though. On the other hand Steve, if you do want to see them added to a vendor, you might approach the dev team about it. To be honest, a lot of items could be added to vendors if someone is willing to do the toolset work and put the vendor through the QC process.
People often think grandfathered items (items that were once sold at vendors that are no longer sold at them, items that were given out as DM rewards that are no longer granted) are illegal to own, trade, or transfer, but this is not the case. There is no policy or rule limiting the possession or sale of such items. A few years back the DMs had a goal of wanting to get grandfathered items off-module completely, but this is no longer a staff agenda (in fact, devs have added much better items to recent vendors than many things that were grandfathered).
There are a handful of items that are flat-out illegal: Spell-school immunity items. Items that add Freedom of Movement and other permanent spells. Rings of the Ram. I can't think of any others off the top of my head, but there might be some.

Okay that is just ridiculous. Wagner is one of the few DMs willing to hand out gear to anyone who participates in his events. I wish people would stop attacking DMs because they do not have shiny baubles that is what causes DMs to hand out nothing in the first place thereby giving credence to a false accusation in the accusers mind. If anything DMs should hand out gear more often and with less thought that someone will get their underwear/panties in a bundle over it. There are a few +1 regen items like the ring and even a mithril half plate. I have a build that I was planning on one day landing these wonderful items with a cloak and my epic regen abilities to create one hell of a one hander tank.

Wagner doesn't play favorites. He's one of the most neutral DMs out there.

Endelyon, had I KNOWN that +1 Regen rings were now legal, I would have suggested to the Devs many years ago to make them available to the masses. The logic is that if an item can ONLY be acquired via a DM Reward, then the Player must avail themselves to the DM and/or the Event. There is a large part of the Playerbase that does not get to participate in DM Events. That creates an inequality of possibilities.
Maybe this has changed, but from what I remember, the DMs DID decide that epic grandfathered gear that is no longer available on the module is to be set to Plot, and must stay on the Toon it is used with (or was granted to by a DM). This was the means by which certain old time Players wouldn't feel penalized by losing gear they once legally acquired, and as well, wouldn't allow them to twink to new Toons or give away to new Players that didn't earn it. Furthermore, if Wagner IS the only DM giving out these high value items to a group he DMs for exclusively, is this not the exact—though unintentional I'm sure—definition of favoritism?
What I know is this: +1 Regen on weapons (not vamp regen), on rings, on armor, was not allowed to be given out by DMs, and not in the RIG (at least when I was a DM last). The idea was that Staff did not want Regen stacking items, and it was decided—long before I was a DM—that regen on cloaks was legal and good, and that was the limit.
So, when I acquired a +1 Regen Ring from another Player, I had it taken by Luna. And when the vendor in Beregost was given +1 Regen Ring at the Merchant Thunderhammer, I and many other Players had that removed by TheVoid. So I have direct, empirical experience of it being NOT legal, and if Endelyon is actually correct, then the paradigm has changed, for the better. And I am just SOL, it seems.
But 2 more things, Calodan: 1) there have been many discussions in the recent past about creating a fail playing field for acquiring gear, especially Epic gear. NPC merchants of epic quality DO contribute to this. But if there still exists certain very valuable items that a Player will never see unless they get in a DM Event with a specific DM, then...that is not an equal playing field. And I say that should not be the case.
2) it isn't that I want this shiny bauble, as you say, but that giving out items should be fair across the board. And it should be common knowledge what those items are, and when DMs ask you if you want something, it would be good to know what one can ask for, etc. In general, I'm for better items being given out for good reasons, to Characters and NOT Players.

The event in question had numerous participants that had not been in a mdwagner event at any point in their play history, myself included. The items were dropped on the ground and rolled for by the participants when the event concluded for fairness with one another.

I've been trying to get DM support and events for us in my time zone for years. I was very happy with the support from Dialectic for our megaplot event and then that rug recently got snatched out. I'd love to get a ring like this or get an item in general from a DM event. I still have my rp ring I'm sitting on which is cursed to all hell.. Would love to get that decursed and regen added. But that's my person stuff and off topic.
Would love to see a more balanced playing field for items. Where DMs couldn't give anything the random loot generator couldn't make. So if these rings are in the loot table, just rare. That that's fine.
