How does Sending interact with names?
Let me laborate:
Case A) You know a person. This person never uses their real name, only going by their nickname but you are close friends and you know them well. Can Sending contact them ICly, by uttering their nickname and definitely identifying them with it in your mind?
Case B) You know a person. This person has changed their name, perhaps does so often due to personal beliefs (names are but tools to describe!), can you contact this person at all with Sending?

In my opinion:
Case A: If you are only familiar with so-and-so by a given name, a sending would still work on them, as the name is just your way of identifying the recipient.
Case B: You can still contact the person as while they go by a different name, you still know them as the old name (see Case A).

This has been brought up a few times in the past, so I will add what was decided back then...
The name is an OOC mechanism, as it uses the floating name tag above a character to be able to find who the 'tell message' will go to. Therefore, a name is never uttered IC. You cannot figure out who someone is talking to in a Sending unless they mention the name within the message itself.
The Sending description only speaks of the need to be familiar with someone to be able to contact them. You need not to have met them and knowing their name is not even necessary if you have other means to 'know' them.
