Barnacle Bob identifies items for free

I had just finished some fishing and was heading to Bob to sell my fish. I by chance had an unidentified ring on me and figured I'd see if Bob could do the job and how much it would cost. I was surprised to find he charged 0 gold to do it. I'm guessing this isn't intentional as the lowest cost I've seen so far with NPCs has been 25 gold.
