Study Spell Read Magic Check

It has actually been a really long time since I tested this, but does the Study Spell feature for wizards still call for a DC 20 + spell level spellcraft check before the spell can even be scribed (which itself is a DC 15+ spell level check)?

If so, can this check be completely removed from the game please? That check should be bypassable by casting the cantrip Read Magic, which also does not exist in game, so I feel this feature is only a perpetual grievance and disincentive to low level wizards.

I did bring this up in QC ages ago but I am unsure if it was ever actioned.
