Well they have been very nice to the Dwarves in the past according to Kraak Helzaks archives. That's all I have to go on really. So I guess neutral.

So good towns are Beregost, Doron Amar, and perhaps Hobbiton.

Evil towns are Darkhold, Shamath, Roaringshore, Cormorp, Soubar, Uruk Lurra, Nashkel, and the mind flayer hive place.

Everywhere else is neutral and leaning one way or another.

Oh she talks to non-elves :) Ithilwen is misunderstood most of the times and I can't blame people for it. She is an icicle, she doesn't show any emotion and speaks with a monotone voice. Which people often seem to mistake for hostility. Absolutely not the life of the party. Think of Spock but then with a thick layer of ice.

As of EDE? Unless you are an elf... I would probably not place it in a goodly citything, no.
