This is an ideal, and hardly utilised, option for facial colouring.

Can't be tied to that. Only colors accessible by faces is; Skin-Color, Eyebrows, Eyes.
All other palettes have no affect on heads.

No shamefully. Though creating brown eyebrows of a certain shade can generally cover toons from black to blonde hair. Which could open up the eyebrows option as Tattoos. So it wouldn't be a big loss to go that direction.

Like I said though, you wouldn't be able to use elaborate colored tattoos with the eyebrow palette. Unless you use the color mod, which has been approved by the DMs in the past, so long as you follow lore requirements.

IE, No black skinned moon elves that look like drow.

Also making the tattoos colorable can lead to issues. For example I would either have to attach those colors to the eyebrow or eyes palette. Both are pretty sub-par options. Eyes offer a wider range, and eyebrows would take up a slot.

Tieflings with face markings have them tied to eye color. Seems like the best option.
