Meaning Blood component is working like a spell instead of a spell like ability.
Quick cast menu works fine for me.
The blood component failure might be due to a feat being activated? Not sure but I have noted that when I rest with my paladin, Heavy Armor Optimization is applied and I need to wait a full round before casting anything (new change).

This might be due to the old and known cooldown bug on feats. Right-click use from character menu, rest or use Charge feat to reset the timer.

I think this issue is related to only elementals from the Summon Creature line and perhaps Elemental Swarm as well (report somewhere).
