Running threw town with wepaons drawn
I do not know the ruleing on this I try handle IC. ut I have noticed more and more folks great wepaons drawn or fullplate jogging threw the FAI area or sobuar Also a lot in the farmlands. Usally they run threw too fast too even RP with. Do I just consider then OCC handle IC I am not sure what too do ?

For me it depends on the case. If it's just after an server crash or reset, I consider it as ooc, since people have to get to their location where there have been before.
If that is not the case, it depends on the character I am playing. If someone is running into my direction with weapons drawn, I either run away from them screaming or set them hostile for a short moment.
As it goes for fullplate jogging, I usually let it be, since there is nothing for a short fullplate run and ICly your character doesn't know that the suspect has been running all the way from town.

Seriously though, i usually PM the person if I care to take the time, that or ignore them. Usually i run with a weapon when i think I'm alone.

I'll admit it does bug me that players are fully buffed, masked, and armed inside the friendly arm inn area or in baldurs gate the city. In the end though, it's still only me, myself, and I within my own head if I allow certain debatably or deliberate ooc behaviors bother me to stop enjoying playing the game and if you let every little incident bother you it's going to fester until you no longer enjoy playing at all. There will be people who intentionally troll you or otherwise be OOC douchebags, perhaps not as much on this server/game but it will happen on occasion. As long as trolling is isolated or anything else for that matter It's easy enough to just shrug it off.
Like I have said earlier, if you want to rp with someone in particular all you have to do is send a friendly tell. "Hey, I'm looking for some RP here, you game?" or something similar. So that they know in the future that you are looking for it and they will be more likely to entertain interaction in the future.

They should add a script to the FAI patrol guards to automatically turf out anyone who puts their mask back on or has their weapons out, using the same waypoint as the anti-mask drawbridge script. That'd get the message across pretty quick.

Won't work with masks. Basically, the fault lies in that anti-mask drawbridge script. You can use the old appearance changer, or just use any base helmet that does not trigger the script, and then just modify the appearance into something masked with the new Appearance Kit. Any headgear modified in this manner will have the script think it sees the old item appearance instead of a full mask. Soubar is filled with caravans, caravans have guards, and therefore the place is ruled by some level of common survival instinct. You do not want to rock too many boats or the whole place might turn into a cauldron for bloodbath. Anyhow, as for all those people running buffed, masked, and with their favorite pair of scissors ready to poke out eyes should they ever slip - let them to do it. Who cares? Probably just some old DMs or some of the new feeling and reeling like a troll. Just as it has always been, I think...

Soubar has a mindflayer in the middle of town along with many other normally hostile creatures. There's no real rhyme or reason to an offical guard system there. It's what can be enforced by those who choose to enforce it. it's wild west style, compared to the Fist actively patrolling for example.

The population was highly variable, shrinking to an armed camp in the winter with the decline of caravan traffic. Soubar had no formal government, which led to a lawless culture full of brigands and ruffians

So let us spend a moment to think about that lawless culture, yes, there is nothing stopping your character from stabbing someone else in the gut - but you have to remember that there is nothing stopping someone else from doing the exact same thing back at you.
Now, let us consider that your character is the mightiest caravan baron in all of Soubar. You have your own men, your caravan guards outnumber any other singular force within the walls, and you might very well tell your men to take everything from the weaker caravans because of the simple notion of how might makes right. In otherwords, on their own no one could hope to oppose the mightiest caravan baron in Soubar, but now they have a very good reason under which they can momentarily unite to kick the 'mightiest caravan baron in all of Soubar' out of Soubar.
It all comes back to not rocking the boat too much, because no one in their best interests wants to turn the place into a cauldron of Bloodbath. It might be a place where it is easy to find brigands and assassins to do your bidding, but it would be difficult to get them do anything within this settlement itself. Just imagine if one caravan leader hires you to off another, and you do it in Soubar, who is to say that no one heard or saw anything in such a tightly packed community? Who is to say that some caravan guard or two that just lost their employer wouldn't want to get little bit even?
Just because some location is lawless does not mean that it operates beyond reason.
Edit: And just so you know, that Illithid is a brilliant conversationalist. Very little brain sucking has been done.

HA I have a FB/F/R that hits just as hard without the WM! Go ahead. Will just build a new uber Barb thanks to the new fangled stuff they grant and extra feats!
