ok so my cloak moves somewhat independently of my character's body. it has been doing it forever. it seems to be lagging behind. my game runs well and i only have one toon this happens for.

Known issue. Been like this forever. Effects Halfsies as well.

is it a cloak bug, armor bug or toon bug?

It's an appearance bug, where the Orc/Half-Orc model "loses" bodily connection with the cloak.
