Tower Shield of Bashing- Avernus item bugged.

I bought a while ago, a towershield in Avernus for a crapload of coins.

Turns out the feat "improved Shield bash" does not exist and does not show up on my character's sheet.

I am not sure if i remember correctly, but I remember being offered a refund for it.

Am I wrong or the item is bugged?
