What prevents a wizard from inventing a non-cantrip version of either a create food/water spell or a purify water/food spell?
Wizards can already conjure water from elsewhere, granted for offensive purposes. What about drinking water for well, drinking!
Can already use Rinse atm tho on a rag and then squeeze it into a cup to get water.

Actually nothing, but then I'm always amazed at what spells are missing from any common sense spellbook or divine spells for that matter.
Like what about giving birth? It's so painful and complicated that there should be something magical or divine helping it.
What about food and water? Building materials? Building things with magic (well that one is actually in DnD, especially elven magic). Etc.
We just have the offensive and defensive spells that come first to mind because most of the fantasy stories are about violence and action.

Would it be then possible to assume that arcane equivalents exist, perhaps of higher tiers since divine magic is the thing of life and all that jazz?

That's what made me wonder why Arcanes don't have it. I checked as I wasn't sure and... got disappointed.

In most fantasy settings I've come across, creation & purification are solidly in the realm of the divine -- and from a narrative standpoint it makes sense.
That being said, there are rituals in PnP D&D that magically set up campsites, complete with food and water, and also spells that can fill areas/vessels with pure water. I'll try to find some references.

Considering Tsidkenu's link has a house that has edible foodstuffs in it freely conjurable by wizards, there really is nothing preventing arcanes from making food from thin air!

I'd say creating food is not a Cantrip and even if it would be it affects other players in a huge way (for example people roleplaying bakers, all kinds of cooks etc.PnP/Lore spells
Between players: Spells that do not exist in the game do not exist. Cantrips that do not affect another player are fine, but all other spells do not exist. (this is part of play what is on your sheet)

No reason that we can't homebrew that magically created food is inherently inferior to home-cooked/baked/fresh produce.
Think a microwave meal compared to a freshly made equivalent with produce from the garden.

Should be legit for an arcanist to research an arcane version of Create Food and Water, as several arcane spells do have created food in them but for some reason always with magical houses? 
Seeing as we don't have even the divine version IG, getting the arcane version may be a bit moot. Although I think it would be neat to have both spells in-game, with a gold cost which create some meal in your inventory (similar to creation of holy water, alchemical fire). Creating food magically should be more expensive than actually just straight buying the food.

And to take this on a closely related tangent, there are dozens of unused food TGAs that could suffice for such things. For some reason AoS doesn't want more items (with expansive descriptions!) added to the blueprint registry or I'd be adding my gem project already, so I don't think I'll even bother starting on this one either.
