I'd say heavy drinking would actually not increase fortitude, but rather provide the character with bonus saves vs poison (alcohols).

Well often times alcoholics end up with reduced tolerance after the years. As their kidneys and liver begin to become diseased or just less efficient. I recall one of the videos they made us watch in high school about the dangers of alcohol talked about it and i think it was also shown in "The friends of Bill W" to some extent. So depending on how much an alcoholic we're talking about they may have little tolerance.

It should also be noted that in the real world there are tiny girls that can innately drink a lot without getting wasted and 6'4" 300 pound dudes that get drunk on a couple beers. One might say its simply luck of the draw rather than "training" yourself to handle booze.

Nope. This is simply wrong by rules.

Alcohol is a poison. Poison is fortitude save.

A heavy drinker who outdrinks someone, has high fortitude from having trained that fortitude. That's how it works. Doesn't need high constitution - you're right on that, but he must have high fortitude.

Grey dwarves are, on a stereotypical level, utterly devoted to relentless toil without joy or pride in their craft. They also have a history of psionic enslavement by the illithid.

My friends who have chosen not to drink have said they don't like the feeling of loss of control that intoxication can bring - while I've never been hypnotised I can envisage psionic control having a similar concern, perhaps even multiplied many times. So we can excuse duergar not Being quite so eager to pick up the tankard as your more hackneyed ale-swilling shield dwarf.

But ... They are dwarves!

This messes with the steriotypes I have in my head!
Dwarves like to fight, craft and drink.
Elves are whimsy balley dancers and arrogant snobs.
Halflings and gnomes are the same.
Humans are everywhere.
Orcs are green and either barbarians or sages.
Sirion is his own thing.
Genasi are confused and always stick out.
Aasimar are humans, but with better stats... and underdevelped (possibly fried)kfc-wings on their backs.

There is an order to the univers! If we mess with the entanglement of dwarves NOT being alcholics, then what is left of order, control and beer festivals?! :!:

Edit: ... can you get drunk with other means? Is there a non-poison alternative? I need a bandage for this confusion you've wrought upon me.

Dwarves drink a lot because they have to, their body mass index and +2 vs poisons means they must drink a lot more for the same effect. Yet are no more often drunk then non-Dwarves. This do to the extreme level of personal responsibility required when your family and your worth is measured by your every action, and inflecting yourself on others (Sloppy level drunk) is a negative social norm. Exception and holidays exist of course. Battleragers are kind of pushed into their own section of any hold (their name does not literally mean "Axe idiot" for nothing lol).
Now those that live outside of a stronghold are far more likely to drink to excess, do less (or no) heavy weighted responsibilities hanging over their head. Wandering Dwarves (no stronghold) = Rumspringa for Dwarves!
I'd say Con check with a +2 condition modifier for a heavy drinker, and a -2 condition modifier for non or minor drinkers added RPly after. I do believe also (like test of Strength checks) a smaller dice should be used do to less randomness. Seeing as it's a built in d20 check, I'd say 11 -20 are the same as 1 - 10? Though this adds more math, which is hard when drunk :)
I had a drinking contest done with a npc convo made a long time back, but there was one random hick up (pun intended) that would mess it up sometimes. Perhaps I can dust that off and give it another try :)
