"The Dead Walk"

Tried this Invocation out in Jegs, and got some questions.

In jegs. When the undead dies, it does the same as epic gate, and instantly summons a new undead. Is this the same on the server?

Second. On the custom changes, it says the warlock gets a stronger varriant of the summon at level 21. Is this 21-warlock level or 21 Caster level?
And does Hellfire warlock count towards this, is it is the latter.

animate dead/dead walk is 1 undead every 7 CL, so 7, 14, 21 and 28
everyone is evil till proven otherwise

Anyone then know about the undead scaling. Is it based on warlock Caster Level or Class Level?
