I do think that a common/ expert class would be great and offer players the chance to play less heroic characters or feel more success from just RP or surviving a hostile encounter/ adventure.
Players can form marriage, love, friendship bonds with another player character that is an ordinary person. These people can do any sort of RP but are just not mechanically exceptional... these then ordinary PCs can be valuable tools for plot hooks and character stories, since they actually exist and can be interacted daily, protected, squires, laborers, assistants, cooks, scholars, kidnapped victim, etc.
Many of us here are interested in the stories and RP potential of character interactions and not just for using a mechanically advantage character build to defeat the Boss NPCs, right?
This is why we are here vs some giant online world with 1,000,000 other players that only care about Guild Boss Raids or ERP (Erotic Role Play) or playing some solo adventure game...

I do think there should be a way to reduce the Stat points available to a commoner/ expert since just the base stats alone would make a person exceptional in multiple aspects.
Those that say 'Oh, just choose a low HD class and not use the spells, feats, or abilities...', but I say it just isn't enough since we are meant to play our character sheets, also if you have those spells/ feats/ abilities then the character is not nearly at the same level of risk as NOT having those to fall back on.
Plus: All the base classes have passive abilities or advantage that can't be turned off...
Wizard have magical familiars and default spells you can't unlearn
Sorcerer have innate magical power that gives them default spells
Rogue has SA and other abilities that are always on.
Fighter has X2 the base commoner HD and full BAB
Etc, etc, etc

Why not, regarding the ability scores it is something else though. I don't think the amount of points can be tweaked, I could make feats giving a penalty to ability points though, that way you can customize your weaknesses more easily.

I'll make feats to get -8 to one ability then, if you go 10 everywhere and 18 in one you should have 6 points remaining, so you could have something like 14/12/10/10/10.

I think having the ability to take stats at low levels would be good, Range 5 to 7, representing an individual that is significantly below average in some area.
Would it be possible for ability feats that might reflect: (These are just quick examples)
Old age: -Str -Con
Ancient: -Str -Dex -Con -Int -Wis -Move Speed
Senile: -Wis or -Int
Clumsy: -Dex and or Melee Skills
Ugly: -Social Skills
Disfigured: -Social Skills
Sickly: -Con
Obese: -Move Speed -Con (more fat clothes and armors!)
Crippled: - Move Speed -Dex
One Arm/Hand Use: Weapon or Shield but not both

In 'real' Forgotten Realms - Toril - Faerûn most people in the world have no access to magic or faith healing, protections or restorations... they limp, they lose an arm, they get kicked in head milking a cow, they get sick (a lot), they have skin conditions, they suffer from mental ills or trauma, they are stupid; poor health; low faith; low will, etc., etc., etc.

On the idea of continued RP traits feat, is there a way so that resurrection and greater restoration cannot be cast on an individual or be blocked by a feat? In effect making them permanent, incurable, 'cursed by the gods', not worth a healer's limited god favor to cure, or not acceptable by a god of opposing faith...

While this is doable I'd rather you ask the DM team for such things as incurable ailments, there would certainly be an important IC reason for that after all.

As with the divine bard, the Songmaiden must have a Wis score of 10 + the spell level in order to be able to cast the spell; however, her Charisma modifier is used for determining spell DC. The Songmaiden can exchange spells known as can the bard; she adds her Songmaiden level to her bardic level to determine on which levels she can do this.
Extra Domain: A Songmaiden of Selune is granted access to the Moon domain. This functions exactly as normal domains for clerics. If the Songmaiden already has access to the Moon domain, then she must choose one new domain from Selune’s list. The Moon domain is detailed in the Forgotten Realms Campaign Setting.
Lunar Kinship (Ex): When the moon is full, a Songmaiden of second level or higher is considered to be one caster level higher in terms of spell power when casting divine spells from her Songmaiden list or her divine base class. In addition, the Songmaiden gains one additional song per day and one additional domain spell per day at any level she can cast. However, when there is no moon, the Songmaiden is considered to be one caster level lower and cannot cast spells from the Moon domain as domain spells (but may freely cast them with standard spell slots, if able). This effect functions for three days and nights when the moon is full and for three days and nights when there is no moon. Lunar Kinship only functions on the material plane, but it works even if the Songmaiden is underground or otherwise barred from viewing the sky.
Song of Channelling (Su): A Songmaiden of level 4 or higher with at least 12 ranks in Perform gains the ability to channel positive energy through her music. This functions similar to Turn Undead, except the Songmaiden uses half her ranks in her Perform skill instead of class level for turning check and damage. The Songmaiden can be considered to possess the Turn Undead ability for feat selections and prerequisites (although any abilities that require daily usages of Turn Undead instead require usages of this song, unless the Songmaiden also has the ability to Turn Undead normally and wishes to use that instead). Using Song Channel requires two daily uses of bardic magic.
Moonsong (Su): A Songmaiden of Selune of level 6 or higher with at least 14 ranks in Perform gains the ability to use the Moonsong. This song grants the Songmaiden the ability to “hold” the forms of shapeshifting creatures that can hear the song (i.e. prevent from shapeshifting into a new form). In addition, the Songmaiden can prevent unwanted shapeshifting in her allies. This song works on both natural (lycanthropic, etc) shapeshifting as well as magical (polymorph, etc) shapeshifting. The Songmaiden must declare when beginning the song which creatures whose forms she will hold / preserve. Each creature targeted in this manner requires one daily use of bardic magic. Creatures may resist the Moonsong with a Will save, the DC being equivalent to the Perform check result. The effect lasts as long as she concentrates, to a maximum of 1 minute per Songmaiden level.
Song of Recall (Su): A Songmaiden of level 10 with at least 18 ranks in Perform gains the ability to use Song of Recall. A Songmaiden must play this song for a full minute to gain its effect. The song allows the Songmaiden to regain one divine spell or spell slot expended at a cost of 1 daily use of bardic music per spell level (orisons require 1 daily use of bardic music). Domain slots cannot be regained in this manner.

Extra Domain: A Songmaiden of Selune is granted access to the Moon domain. This functions exactly as normal domains for clerics. If the Songmaiden already has access to the Moon domain, then she must choose one new domain from Selune’s list. The Moon domain is detailed in the Forgotten Realms Campaign Setting.
Lunar Kinship (Ex): When the moon is full, a Songmaiden of second level or higher is considered to be one caster level higher in terms of spell power when casting divine spells from her Songmaiden list or her divine base class. In addition, the Songmaiden gains one additional song per day and one additional domain spell per day at any level she can cast. However, when there is no moon, the Songmaiden is considered to be one caster level lower and cannot cast spells from the Moon domain as domain spells (but may freely cast them with standard spell slots, if able). This effect functions for three days and nights when the moon is full and for three days and nights when there is no moon. Lunar Kinship only functions on the material plane, but it works even if the Songmaiden is underground or otherwise barred from viewing the sky.
Song of Channelling (Su): A Songmaiden of level 4 or higher with at least 12 ranks in Perform gains the ability to channel positive energy through her music. This functions similar to Turn Undead, except the Songmaiden uses half her ranks in her Perform skill instead of class level for turning check and damage. The Songmaiden can be considered to possess the Turn Undead ability for feat selections and prerequisites (although any abilities that require daily usages of Turn Undead instead require usages of this song, unless the Songmaiden also has the ability to Turn Undead normally and wishes to use that instead). Using Song Channel requires two daily uses of bardic magic.
Moonsong (Su): A Songmaiden of Selune of level 6 or higher with at least 14 ranks in Perform gains the ability to use the Moonsong. This song grants the Songmaiden the ability to “hold” the forms of shapeshifting creatures that can hear the song (i.e. prevent from shapeshifting into a new form). In addition, the Songmaiden can prevent unwanted shapeshifting in her allies. This song works on both natural (lycanthropic, etc) shapeshifting as well as magical (polymorph, etc) shapeshifting. The Songmaiden must declare when beginning the song which creatures whose forms she will hold / preserve. Each creature targeted in this manner requires one daily use of bardic magic. Creatures may resist the Moonsong with a Will save, the DC being equivalent to the Perform check result. The effect lasts as long as she concentrates, to a maximum of 1 minute per Songmaiden level.
Song of Recall (Su): A Songmaiden of level 10 with at least 18 ranks in Perform gains the ability to use Song of Recall. A Songmaiden must play this song for a full minute to gain its effect. The song allows the Songmaiden to regain one divine spell or spell slot expended at a cost of 1 daily use of bardic music per spell level (orisons require 1 daily use of bardic music). Domain slots cannot be regained in this manner.

This spell allows the caster to summon holy moonfire directly into the palm of her hand. Touching a creature or object in this manner functions as an application of moonfire salve (Magic of Faerun; for 3.5, treat the greater mage hand effect as a standard mage hand). Use the caster level of this spell instead of the caster level of moonfire salve. Targeted dispel effects allow saving throws as normal.

Upon casting this spell, a torrent of brilliant moonfire bathes the caster and nearby allies, granting each of them the full range of its powers. Each target gains darkvision 60ft, flight (as fly of equal caster level), and the use of mage hand at will. In addition, each target is healed for 1d8+5 points from channelled positive energy.
