Planar Binding does not summon a creature

I tried out the planar line of spells my CG cleric has and was somewhat surprised by the selection. Are these changes intended? *insert big sad face* Are all the devas and such really lawful? What about moondog? Drastically reduced choices. Won't be summoning slaads.
