My lawful evil char gets only Auril and Kossuth as a choice on level up.
As an orc - i would expect Ilneval, Yurtrus, Luthic as a valid choice ?
Overall many deities choices are missing here.

Shamans are limited to druid choices unfortunately. Have you tried the deity NPC in the Nexus?
