Not sure if its an intended feature, or a bug, but the new arrow reserve feat fixes break stealth on activation.
To narrate how they work, you activate them, and then your next attack utilizes the effect. Currently, simply activating the feat, prior to attacking, breaks stealth.

No, it breaks stealth when cstom feats are activated. So if you are in hips and activate one weapon, you break hips. Same for those arrow feats, if you use them before going into stealth it's fine, it works through a temporary on-hit property on your arrows. 18 seconds in fact, I thought that was sufficient for sneaking around and shooting.
