Weapon Finess + Blackjack
Blackjacks (which are a light flail, a small weapon) do not seem to interact with weapon finesse.

This makes perfect sense to me: blackjacks aren't a weapon one simply needs to guide toward a target, like a rapier. A blackjack requires an appropriate amount of strength to be effective -- one needs to put a lot of oomph behind the swing for one to work.

Well, any of the bludgeoning weapons are the same. But you can finesse light hammers and clubs! As well as unarmed!
In PnP, you could finesse maces, picks, light hammers, and unarmed. So, in the D&D world, you can finesse them. They might do much damage though all the same, so what you say still has some merit DeepFriedMoose. Raw damage is still based on STR.
