Give Dream domain to at least one deity...
Dream domain:
It grants Immunity to Sleep, and the following spells: Sleep (level 1), Phantasmal Killer (level 4), and Hiss of Sleep (level 7).
It really is not the best of domains, but it could still have some role-playing use for clerics following one of the more 'Rogue-ish' deities. For example a cleric could be trying to enter a place where he should not be - and use the Hiss of Sleep spell to make the guards fall asleep, etc.
Not to mention staying up all night to break in, etc...

Lore-wise, it would suit Sehanine Moonbow the best, being the elven deity of dreams, literally.
Of course, there comes the question "How the hell do elves benefit from immunity to sleep.". But still, lore-wise Sehanine is the de facto Dream domain goddess.

Well, there is that.
You might also give it to a deity like Tymora because one could dream of good luck in near or distant furtune. Beshaba and Phantasmal killer could work as some sign of grave misfortune... Etc.

Sehanine does have dreams in her portfolio but I don't think Dream Domain is a domain for the Forgotten Realms setting.

The dream domain is listed there, and over there it actually gives immunity to fear.

As far as I can tell, Dream was a domain introduced in the core books. Unattached to any deity of Forgotten Realms. I am actually not sure which god does use dream domain outside of FR.

The dream domain comes with a class in FRs instead of a deity. Don't ask me to remember which one mind you.

Selune and Moonbow, I agree. Shar I believe works with dreams as well, at the very least on this server.
