Expose Weakness Question

I'm currently lvl 23 with Cleric Water Domain and with Epic Prowess. For some reason, when I go level up and look for expose weakness in the feat list it's not there? Am I missing a requirement? Or is it because the Water Cleric Domain doesn't give evasion feat?

Are you wearing your full plate when you try to level up? If so, take your armor off first.

I was wearing medium armor. Might that be it?

That's weird because I managed to take expose weakness on a favored soul level up while wearing either mithral full plate or normal full plate.
