If I think of my current highest level Barbarian/Warrior of Darkness with the easily acquirable equipment, then he should be able to get his fortitude save up to 30 at level 30 against your DC of 34. This would mean that your spell has 15% chance to stop him in his tracks. DC of 35 would have 20%, and the DC of 36 would be at 25%.
Now, Harper Mage does open up spot as a class skill, and hence you can have very high detection thanks to your freedom to acquire and stock up on detection equipment. Thus, some sneak might not have as high fortitude save, perhaps only something like 15 and against DC of 34 that would basically give your character a 95% chance to nail the sneak exactly where he stands.
Now, these are very simple examples, PvP in action can be far more complicated matter. With or without UMD. But I would like to remind how Wizard spell list is full of spells that work differently against different characters, and luck alongside with your distance to the server will always play a role as well.
So... You can be fine, or you could be reduced to a bloody pile of goo in a single round. It just depends on who you are facing... What protections you have up, and what protections the opponent lacks... But as an arcanist... You already have half-the-battle on your side. (Bigby spells can be used to nail a melee character such as mine to the ground, at least for few rounds, which should give time to spam those save or die spells, for one example.)

Sir, Your build suffers from too many early feats and not enough fluff class levels.
If you dropped AM to 6, you can get all those feats you need like Prodigy and Able Learner. Well if you want them.
You could do Wiz/Harper Mage/ Blood Magus/ ASOC and only pay 4 feats for the lot and have a lot of potential power, plus your initial feats aren't so stressed.

The only issue is playing Blood Magus. It doesn't fit my character, who is already level 18 and a member of the mystran church... Which doesn't allow blood magus'
Woah woah... there is nothing wrong with a palemaster harper. Alignment wise anyways.
Palemaster perhaps, even in the church of the mystra if they obide by her dogma. However, Blood Magus is strictly prohibited (at least from the mystran church) if you check the guild page. I really do appreciate the help though, Hawke. I just can't use that particular combo.
Just so you know Hawke, I don't disagree with you, mechanically. Often times discussions such as this are brought up in QC, but at the end of the day, if Harper Mage can also be a Pale Master or a Blood Magus is for the DM's to decide based on Lore and has nothing to do with game balance/mechanics.
If you're going for a DC mage, I'd recommend no epic spells at all, or at most one. You want to pump int as high as you can, ending on an even number. From what it looks like, you will have a split that gives you 5 epic feats. 18 int to start, 7 from every 4 levels. That's 25 plus either five greater int for 30 base int, or three greater int, epic focus and epic spell for 28 base int but same transmutation DC and an epic spell.
Should be noted that no epic spells are affected by spell focus or caster level. Their DC is simply 25 + int modifier + spellcasting prodigy.

In regards to no Blood Magi in the CoM: that was a rule I instituted when Aeili was alive (not that I ever had any apply for membership with the class... that I am aware of). It's not a class that meshes well with Mystran dogma of restraint & responsibility. Pale Master is barely more tolerable esp. once undead appendages are in view.
