Can someone explain the Primal Speed Invocation

My mixed class warlock build has terrible Charisma, so I have to avoid taking any invocations that rely on a DC. Especially for Greater Invocations, this limits my choices quite a bit (Man I wish I could take Repelling Blast :( ).

I was reading over Primal Speed and my initial reaction was that it was unusually weak...Which leads me to believe that I might be failing to see an important aspect of the ability.

"Primal Speed
Caster Level(s): Drd 6, Rgr 4, Sor /Wiz 6
Innate Level: 6
School: Transmutation [Draconic]
Component(s): Verbal, Somatic
Range: Personal
Area of Effect / Target: Self
Duration: 1 round / level
Save: No
Spell Resistance: No

A shower of sparks, flies off your shoulders, cascading to the ground and clinging to your arms and legs. This spell draws upon the natural reflexes of hunters and prey, giving you the ability to react to danger as more primitive beings might. You gain a +3 resistance bonus on Reflex saves and a 15% increase in movement speed. If you are of draconic heritage or pacted to a dragon the bonus increases by +1 for each feat / pact."


It left me with a few questions:
1. is there something I'm missing regarding the value of taking this as an Invocation? On face value, it appears to be a weaker version of Flee the Scene, but at a higher Invocation level...
2. How does one get a "Draconic Pact" let alone multiple pacts? Is this purely a DM plot consideration or is there some sort of in game scripted mechanic?
3. Does the speed boost and Reflex Save bonus stack with Flee the Scene?

In the past I thinkl they were trying to bring in warlock pacts (like kits) but as far as I know, nothing came of it. Which has left the invocations that were designed to work with that syetm as ill-designed and useless orphans.

There's always the chance it'll be picked up again. As I understand it the devs try to work on things according to their perceived desire from the community. Thus why some races seem to have more customization options than others, etc. I could be wrong about that. I definitely can't back it up, so correct me if I'm wrong. Regardless, it's possible that those pacts may be implemented eventually.

Does the 15% move speed bonus at least stack with Flee the Scene/haste?

Considering I don't have any CHA to use relying on Invocation DCs, and the persistent AOE elemental effects are often more trouble than their worth due to EB effectiveness, having trouble finding useful Greater Invocations for this build other than Vitriolotic Blast...if Primal speed's speed buff stacks with Flee The Scene, then it can at least shorten travel times and also help me kite better.
