So it is the same as Pommel Strike then, to get sneaks, gather a mob so that the stand in actor gets spawned at the enemy flank.

Yeah, the stand in actor used to always cause sneak attacks, now it's only in certain circumstances. Also can help land more crits for Weapon masters.

That does not explain why it always grants sneaks on one toon and never on the other.
