Yes, thank you for re-establishing the current rules. The subject of consequence is the double standard, no matter the context. There's much more cause for consequence of being a human in the Underdark than being evil on the surface.
Aka - the Upperdark should stop being neutral if we want to look at the logic of consequence. And the fact you use the word "fair" is baffling to me.
This is a lot of banter over KoS rules, when KoS rules are effectively defeated by wearing a full face mask, as that counts as a full disguise and it's godmodding (long established by DMs) to use the shape of a drow model (for example) to say it's a drow.
There's nothing stopping you from emoting hostility (as per the rules, which gives the other player a chance to RP out of the situation) and then attacking instead of attacking immediately. it is an RP server right?

The entire purpose of this thread originally was to bring attention to the profound consistency of which surface players entirely ignore Underdark PCs emoting hostility.
It's not running away. It's the behavior of which the Drow doesn't even exist in the first place while he's standing right next to you. While you continue to go around and bash chests and loot bones as the Drow chases you trying to grab your attention.
The rules, as they stand now, state I just have to sit and watch you bash chests and loot bones. Which quite frankly is a dumb rule.
Again, send your complaint to the DMs. What you've done on the forum is borderline breaking the third forum rule as this is clearly a grievance against another player or players. The proper approach is to send this to the DM team.

What rule is it that says that? I don't see that anywhere, but if you can point to it it can be discussed. The upperdark is not neutral IC, you seem to be mistaking OOC and IC.

Which simply means that you're not allowed to murder other players without any warning.
Interact with people. RP hostility, and initiate combat once all rules has been adhered to.

Surface PCs are allowed to use that rule as a defense mechanism while in the Upperdark. Thus, they can go around and loot and grind and completely ignore the existence of any Underdark race they come across and suffer no consequences IC or OOC.
At this point, I think we all know where each other stand. There's not much more to be gained until when/if DMs/Devs make a ruling.
