RCRing to above level 20
The current RCR cap is level 20. Here's a suggestion I have:
How about we allow players to RCR beyond the present cap, but with a cost of 100,000gp for each level above 20?
So a level 30 can do a 100% RCR if they pay up 1mil in gold.
One of the biggest pains in RCRing a late epic character with the present system is the loss of all those RL hours invested into the character post-level 20, compounded with having to go through the painfully slow leveling process in the epics all over again. Since time is money, I thought paying in gold for your post-20 RCR levels is a good balance. Besides, it's a gold sink as well.
To add further checks and balances (for all the reasons why the current cap is in place), this could be made DM-application only and allowable only 1x per month per player.

How about instead of rewarding profiteers, it is a free choice gamble of sorts:  LVL 20 max + 1d12, with 1= -4 levels up to and 12= +10 levels.

I am down for this. I would add letting us Consolidate XP would also be nice. Over the years veterans tend to wind up with like 15 Alts in their coffers with ranging XP on them from 5000 to 300000+. Being able to consolidate a LARGE portion of this on one PC would be helpful as well. Maybe even paying gold for every so much transferred over up to 60% total of the XP on the PC being consolidated. 
Hell I might be willing to go with Steve's gamble idea on this instead. Where the gamble gives you a percentage of the PCs XP. From 30%-100% possible as well.
I do agree with the above post on RCRing past 20 though. Levels 21-30 have the same amount of XP to get as 1-20. So most often people RCRing after 20 are giving up days of their time. That is not cool to take days of our life away from us despite the ability to plan a build. It is a video game. A leisure thing and making it vampire hours of our lives for mistakes is pretty harsh since our life is more important than ANYONE'S need to impose a silly consequences in a OOC manner. In fact! Let us RCR and transfer XP. Then IMPOSE REAL CONSEQUENCE FOR REAL ACTIONS IG! Finally make death permanent for some PCs. Really hand out those Perma strikes accordingly. That kind of thing. Those are the kind of character building story telling things that need to happen. Not OOC mechanical punishments that only vamp our RL time and do not shape one bit of the world we are playing in.

I don't think there is a way beneath sun nor moon that you can make the leveling process fun. You may enjoy it, but the reality is that most simply don't. Especially when the vast majority of the server is max level.
I would be down some way that RCR tokens could be more available. Even if it's a monthly lottery, or something like that. Or even quarterly. Win the lottery, get a token to hold onto for when you royally screw up, or change character direction, or whatever.

As long as 3b20 rule is in place allowing rcr above 20 risks illegal builds  (ie taking all fighter or divine champion levels after 20 for extra epic feats).  There was discussion the first time we closed the 100% RCR and introduced 100% RCR to level 10 and it was decided to retain 3b20 and cap rcr at 20.
			
			
									
						
							Leveling needs to be slowed down 1-20 and sped up 20+. Epic leveling is absolutely a chore. During the last 100% RCR period, one could easily build a 3by30 toon.  I know, because I did it on a lark, then RCR'd back to another build that was legally 3by20.

Why aren't we just getting rid of the 20-3 build all together ,at worst keep the 3 rule.
With the 20-3 rule people powerbuild just as much, besides we got dragon druids stomping around.
D&D and this server are anything but balanced, lets not pretend other wise.
What I've noticed from the 20-3 build rule is, that I usually have to gimp my level experience in order to reach this arbitrary rule.
That or the build will 'work' around level 23-26 because I just have to reach the non powerbuild requirement, even though the build wasn't a powerbuild in the first place.
The 20-3 rule is an extreme measure to stop something that it won't stop.
People that want strong builds will just use cookie cutter builds now.
We allow mules ,there is no level requirement on gear.
Vrook the badger slayer is level 1 but runs around in full epic gear.
RP wise skills are sometimes used in DM events, but can largely be ignored.
No perma death from pvp, you can die and res.
In other words, I honestly don't see why we need an anti power build rule on this server.
BGC is a great server and has amazing features, but it is not an rp heavy server.
