I've already submitted the textual (2da) framework for new gem loot spawns. It's up to the devs/scripters to actually create the spawning scripts and figure out how to assign values to items so spawned. I assume its a fairly low priority project and will probably be incorporated at the same time as crafting/enchanting since the two systems will have some interlock.
