"ability to cast 4th level spells"

some requirements, (in this case, for a gondsman) it says a requirement is "the ability to cast fourth level divine spells".

Does that mean you have to have at least 14 wisdom (cleric)?

or does it just mean reaching the level required to cast 4th level spells? (7th level caster)

also, i got a techsmith of gond qualification feat, but i have not actually qualified yet. for sure my caster level is not high enough, but also i did not have the "craft wonderous item" feat yet when i saw the qualification feat.

You will need 7th level caster,plus a modified score of 14 Wis, so you can do it with an item.
