How to determine a craft wands level

So I may be stupid asking this but are craft wands always crafted at a default level ? Example shield wands always craft at level 5?

They're all hardcoded (I think?); usually the caster level the spell can first be acquired (but there are a significant number of exceptions to this, shield being one of them). It's not straightforward and Bugsidian made a royal mess of it (most of which they inherited directly from their copy-paste job of NWN1).

Note that scribe scroll and Master Alchemist brew elixir can customise the caster level, 15 for scrolls and 30 for elixirs. This does not apply to wands.

No, if you use a scroll to cast it - then it's 17.

Wands are not hard coded. Not long ago we discussed all wands being set to minimum caster level. At this time we have left them at the vanilla caster level (except custom wands, obviously).

The wand is always lv3.
