Players can send tells to DMs. DMs can't send tells to players.

Stage one of any coup is to cut off access to the public.

Flasmix's colorful way of bringing a potential bug to the notice of the dev team. Basically some, but not all DMs have experienced an issue whereby tells sent to players are not getting through. Probably not the best way to post it to the forums from a 'player confidence' perspective, but there it is.
