Is it intended that Contingent Summoning uses the highest level summoning spell known rather than highest level summoning spell memorized? The description says memorized, but my cleric thaumaturge seems only able to pull the Summon Creature list when she uses Contingent Summoning, even though she only has Planar Ally memorized.

Yeah, it is like a free spell, when it works. If it is in the spellbook and not memorized, it still gets tapped.

And it seems unlearn spell does not work now. So if you learned Summon XIII and/or Summon IX, you won't summon GPB with this feat.

I can cast planar spells twice one after another. And both planars will stay with my summoner. Might be a way to circumvent this issue?

Edit: give the first time to settle down though. I noticed if I cast the second summon too fast the first would vanish.

No no, when I say "when it works" I mean, Sometimes, not all the time, but sometimes, I click the feat nothing happens.

It isn't as often any longer, but it does happen.
