Let's not turn this into a debate about Sigil's politics, thanks.
I was simply making the point that if a player there wanted the privileges and power associated with strong PRCs/races like Lich or Beholder or whatever, the cost they paid for it was reduced max character level. Something like that could work here, but is unlikely to ever see implementation.
I agree with the other voices that promote lichdom as a good end-goal for a character (as I did with my Mystran elf, Aeili). Once you reach it, character retires & start a new one!

If you want a good price for playing a monster, that (IMO) would be some form of permadeath. For example, a character has a very limited number of lives that get reduced on any death (pve, pvp, doesn't matter), and once the number runs out, the character is gone permanently. Perhaps the lives could slowly replenish (one life per month, maybe), perhaps they wouldn't ever replenish. perhaps a player would need to be allowed to roll a very small number of monsters (say, 1 or 2 characters per month), and not able to RCR them.
This kind of setup would allow a monster character to arise and eventually become an actual threat that needs to be dealt with, without becoming a persistent immortal campfire resident.
With sigil-style level restriction, taking a monster race would be an equivletn of playing a commoner with bunch of malus feats. The supposedly powerful creature will be a pushover for epic level characters and not an actual threat in the game world. Playing it would be quite poinless outside of having a flavor.
Keep in mind that sigil also modified XP progression meanyng that it would take any character exactly 1k xp to reach level 2 regardless of ecl.
Another possibility would be "monster levels" which the player would need to take before getting levels in anything else. That would allow creatures to have proper hit dice. But capping max level isn't gonna work.

I dunno, when it comes to my "path" to becoming a lich, it was with my very first character (Rask!). His RP Journey in game that culminated into Lichdom was super fun, for myself and a lot of other people who were tangled into it. All my characters have a "goal" in them somewhere. Not all of them reach that goal, but they are all made to be "retired" eventually after achieving said goal. This doesn't bother me at all, i'd rather invest a bunch of time, have a great character and then reach that goal and retire it with a feeling of complete-ness to it than eventually get bored of the character and have it languish for years in my vault as I roll a new one.

I think a former Khazark of the Red Wizard guild became a lich as retirement.
I know also that Tsidkenu's character became a baelnorn (which is an elven non-evil lichesque undead). And this was quite recent, indeed.
Valshar (Aelcar's drow) also became a lich, I think.
