Thoughts on Str 13 Con 9 instead of Str 12 Con 11?
Assuming, gear will eventually include +3str/+3con item and a toughness feat item.

If you are getting hit enough to make the CON difference matter you are dead anyway... That said, without muling gear that 9 CON is going to hurt until you get your +3 CON item or toughness item at a minimum. So I would say it depends on if you are more concerned with end game or ease of leveling. If you don't want early game frustration you may not want to take the -1 early hit to HP.

At level 30, Str 12 Con 11 seems superior with bull strength consumables since the strength based damage is the same, +1 fortitude save, and +30 HP.

During the leveling climb, the +1 strength helps with encumbrance issues. An item with str+1 should be easy to come by at low levels to get strength up to 14 so +1 damage versus Str 12. The loss of some HP in low levels has some issues although they seem bearable for me.
