PCs cannot grant Spells. No Player controls a God/Deity. A PC could be worshiped by other PCs, but that by no means guarantees ascension to Godhood.
Saying you're a God doesn't make you a God.
In regard to the mechanics, as far as I know about custom spells designed by PCs, first, there is in-character action to create the spell, THEN there comes the possibility of it being scripted, NOT the other way around.
And power wise, a spell of this type should first check against Spell Resistance.
Not to forget to mention that if the Caster casts the Hand but fails to succeed over the Saves, the "God" of the spell itself would be so utterly embarrassed of the weakness of the Caster, they'd immediately appear in "mortal" form and Permastrike the Caster down into the Hellz for Eternity.

Sounds like a way to balance the spell. Added to the spell description.

Why not? RP doesn't mean railroad to success. You have to RP anyway, why would they give you an answer before it is done? You can RP failure if it doesn't work.
To me that would be a litmus test for whether you're genuine about RP over mechanical "you die" button, which is what you're asking for.

I would love to avoid any misunderstanding with the team, it needs to be done without breaking any rules. I find it pretty logical to inform the DM team about what you are going to do and if it will be legal (no godmodding npsc/etc) or not.

In my experience, first you RP it, then based on that RP, there comes a chance to have something approved.
Actually, one CAN role-play spell creation/research/planning/etc without being accepted.
But what it seems you're asking for is a Green Light for something rarely if ever granted...so, if you're not willing to do the RP first in order to "earn" the attention and possibility for this to actually happen, well...good luck with that.

Not happening again, I want to avoid "rule violation" this time, that is why I am asking for an approval. Approval does not guarantee spell being added but it does mean that you can try RP that without getting into trouble.
I was unaware that we are allowed to RP ascending to godhood. I was under the assumption that this would be considered god-modding (like, the literal textbook definition of god-modding). It seems I may have been mistaken.
If I was indeed mistaken, then this provides many exciting opportunities for RP. If I can get approval for Epic Spell: Epic Brewing for followers of Wendi, Goddess of Wand Crafting and Alchemy, then I will start recruiting worshippers as soon as possible.

PCs are able to create their own arcane spells. They're not able to create divine spells because those powers are granted by deities.
That being said, arcane spell creation can be a very lengthy process, and they are usually level 1-9 spells, not Epic Spells.
I would recommend you PM the DMs with your idea, and they can begin discussing the RP behind it with you. It often takes many months. QC will also be involved to balance the spell out. As Chad indicated, QC will usually tone down the spells players bring to us, because they want to ensure that it doesn't unbalance the existing content or become a "must have" spell for all casters (generally speaking, PC spells become flavor spells that are useful for some playstyles, not all playstyles, with maybe one exception that I can think of, which is a defensive/buff spell).
Once DMs sign off on the spell's RP creation process, and then QC signs off on any rebalancing, the devs can work on getting it in game.
