What skill should one rank and to what level to justify knowledge/ability to recognize certain acts as manipulation? Knowledge Nobility & politics or Sense motive?
What about applying it? Diplomacy?

Sense motive to notice manipulation. That's exactly what sense motive does.
Diplomacy, bluff and intimidate to do the manipulation.

Sense motive is a good skill to have in order to manipulate at a high level. Sense how you should attack the target of your manipulations and how the attacks are being mitigated.
