Using a chime of opening in this area's wizard lair causes an error: crafting failed! This is not a valid recipe. There is a magician's workbench in the effect radius but the chest itself remains locked after use.

If it's one of those perma-locked chests (ie. the ones called 'Magical Lockbox'), then yes. Only someone with adequate Pick Lock ability can open those. Knock will not open them.
