I have questions about item regeneration.

1. Do regeneration items merge? So if I have a cloak of +1 regeneration and then a weapon that has a +2 vampiric regeneration...will those merge?
2. I thought Ive heard of a way of adding regen to cloaks. Is this true? Are there vendors that sell these items?
3. Are vampiric items looked upon as evil?

1) Yeah, and you can have spells on top.

2) Seven Suns in BG, and the Avernus merchant in 'the Wide' part of BG.

3) Some might, most should, but not really I guess.

I'm sorry, but are you saying I can have regen properties added to a cloak in the Seven Suns, or does he sell regen cloaks? And if it can be added can I use a cloak that already has a +stat to it and then have the regen properties added on top of that?

They sell regen cloaks. If you want to have the property added to a pre-existing cloak, well... You could try asking DMs, but I wouldn't have hopes up.

The Seven Suns Mercantile shop in the Palace District sells cloaks with Regen (+ other minor properties to suit a variety of different builds & classes). They cost between 8,000-12,000 gp. Upgraded versions can be found at the Epic Item vendor in the Wide, East Gate District, and cost between 62,000-400,000 depending on the stats you want.

Regen cannot be custom enchanted onto an item (yet?).
