Quests not reseting on time?

Quests not reseting on time?

I experienced it twice this week. I tried to do quests with two characters:

Freya did quests last week Tuesday, so would normally have had a reset on Tuesday.
Seraphina did quests last week Friday, so should have had it today, Friday.

But the NPC don't have any quests to give and the journal still shows the m as finished.
Is that wanted so or am i bugged?
